I'm afraid I can't just answer this question straight out. What we need here is a good, solid, old fashioned comparison of zombies and vampires.
First, vampires. Vampires are commonly associated with demons and as antagonists to Christianity and Christian morals. (Hence the aversion to crosses. And apparently Jesus dug garlic?) Second, vampires are incredibly intelligent, sophisticated, and possess superhuman strength, speed, etc. Basically, vampires are like evil superheros, which makes them a little less scary, although they are sometimes portrayed in a more gruesome fashion where they are just slavering beasts, and then they become more frightening.
In the middle here, for an interlude, we have what zombies and vampires have in common: They can both convert humans into members of their own brethren. However, being a member of the vampire enclave and the zombie drothes has very different implications.
Zombies, on the other hand, come out en masse, are anything but sophisticated, and are basically just walking, rotting corpses with diminished capability for speed and agility, although they can shrug off limbs being blown off, etc, typically until their head is taken off. They have no particular antagonism towards religion, unlike the vampire, although they would probably not be considered very Christian-like in their behavior.
What is most frightening about zombies is that they are relentless, whereas vampires tend to favor a more "hit and run" approach, where they only attack and convert a few victims from time to time. Zombies, on the other hand, just go for the gusto and try and take over the world with sheer numbers. Additionally, being turned into a zombie means having to be a mindless drone serving some other cause than you want to be serving. Being a vampire means you have to be evil (bummer) but you get all these sweet super abilities.
So, if the question is which are scarier, vampires or zombies, I would say that zombies take the brain-cake. But vampires are definitely cooler.
