The best advice I can give you is to start light. Don't put a lot on all at once - just experiment with different shades and see what looks good to you. If you don't have a lot of skin blemishes, or different skin tones, I wouldn't even bother with a foundation, just a light powder and maybe a light blush to add a little color. If you are blond with blue eyes I'm going to assume you have pretty fair skin. Stick to the lighter pink tones for blush, and try to find a translucent powder. Pastel shades on your eyes would look pretty - it all depends on what you're wearing. For lips, a tinted gloss is an easy way to start without worrying about a lot of bright color. As you become more confident or familiar with makeup you will have a better idea of things you want to try.
One thing you can do is go to a cosmetics store in your area like Sephora, Clinique, a makeup counter in the mall, or to your salon and ask for tips. Let them know you are not interested in piling on a lot of makeup, you just want something light and natural for daytime wear.
The best thing to do is try things out and see how they look! It can be a lot of fun to tinker around with makeup. If you have a Walgreen's near you, they do take returns on cosmetics that didn't work out for you, so you can try things without the fear of losing money if you end up not liking it.

You can go to any drug store and buy some decent makeup. If you are sensitive to perfumes and allergens, I would start by wearing Almay. You can use a little powder on your face to start with as a base. Then you can buy the compact they have in Almay makeup to match your blue eyes. You can experiment at home and see what looks good. Black mascara looks good for night and blue or green looks great with blue eyes I have them too...(for day wear go lighter) Have fun:)

Okay. You can use black mascara and make sure it's black.. not blue or something. Put it on only the top lashes. Use your skin-tone powder but DON'T OVER DO IT!! You have to use it generously. As far as eye liner, Only put it on the 'pointy' part of your eyes as in the half that's not close to your nose. Don't wear blue/pink/bright green eyeshadow (sorry but it's what prostitutes wear!!) you should use white or dark brown or very dark green eyeshadow if you use any. Keep it natural w/ mocha type tones. You should not use eyeliner to heavily. First put a darker smoky brown around your eyes. Then blend in a lighter tan going up your eye lid. Finish off w/ a powder that is lighter than ur sking color under the outside edges of your eyebrows. Finish off w/ mascara.
*make everything smooth and natural looking, so you just look prettier, and NOT like your wearing makeup!

Ok,blue brings out blue eyes,so does brown. so, you could try light blue eyeshadow w/ brown eyeliner. (please don't put the blue eyeshadow on too heavy, you'll lok like a whore!) or you could do it the other way around. You could try the smokey eye look.smudge a darker brown eyeliner at the top lash line (don't put it too heavy)then use a lighter brown shadow on the lid. I also have blonde hair and blue eyes.It might take you a few tries to get the process down. GOOD LUCK!!!!

I suggest wearing brown eyeliner tight against your upper lash line (brown brings out blue) & a dark brown/black mascara for day. Save black mascara for evening.

Well most ppl dont need much make up, depending on your skin type, you could just go w/ eyeshadow, eyeliner, mascara and a good lipstick.
