I'm trying to get into a PhD program next year. What schools other than UCLA and USC offer such programs in the Political Science field? I have looked into Online programs but not sure how one can start and finish an Online PhD without ever being seen in person? Some insight will be appreciated.

Not quite in the city of Los Angeles (but nobody offering a Ph.D. other than USC and UCLA is), but Claremont Graduate School and UC Irvine do. Also, if you are willing to go a little further afield, both UC Santa Barbara and UC San Diego offer Ph.Ds in Political Science within the Southern California area.
