if ebay charges me a final selling fee, and the selling and buying was later then cancelled by the buyer and seller, how do the seller tell ebay that the selling was cancelled so he or she can avoid the fees of final selling. thank you

The seller can file a "non paying bidder" report. There's a box to check stating the auction cancellation was agreed to by the buyer and seller so the buyer doesn't get a non-paying bidder strike. Then eBay will also credit the Final Value Fees back to the seller.

You have to notify ebay that the sale did not go through and they will credit your account.
