The exact date of April 15 is kind of arbitrary, but the general timeframe is to give time for companies to get paperwork out (they have a month), then allow people time to complete their tax returns and submit them.

They had to be due sometime so its an arbitrary date. The sad thing is that there is fraud because the IRS cannot match the returns to the income documents until summer. Personally I wish the filing season would change from Jan - Apr to June - Aug...but who wants to do taxes in the summer, I sure don't.

To give people and more importantly employers time to get all the paperwork together, complied, and then distributed to everyone who needs it.
Employers are required to mail out W-2's to all their employees no later than Jan 31st of the new year. It will take time for the W-2's to arrive, then the employee gets to begin his or her own tax preparation ritual involving many different things (such as interest paid statements for home mortgages etc).
Plus the gov wants to give people time to seek out proper tax guidance etc etc.
