Ok first of all you can't ask for a certain city cuz most people arent gonna live there and know. But they have leggings basically everywhere. Try forever 21, wet seal, target or H&M. And for belts, basically same stores.

Borrow a sweater out of your dad or boyfriend, enable it slip off one shoulder, push up the sleeves on your elbows, and style of scrunch it up and belt it around the waist. Then do a miniskirt-leggings blend with ballet apartments. Fluff your hair before you positioned it in an aspect ponytail. :]

Ok idk about the suburbs of chicago illinois...but i do know that there are alot of leggings at claires and goodys. (both have websites)

Belts: I would say belts in the mall.com (store and website)

We have those things at JCPenney where I work...we have several different colors of leggings and tons of belts...good luck finding one you like!!!
