4b+8/ c^2d^2 / b+2/ c^4d^2

4b+8/c^2d^2 * c^4d^2/b+2

4(b+2)/c^2d^2 * c^4d^2/b+2

b+2;d+2cancel out c^2 becomes 1 and c^4 becomes c^2

4c^2---answer

You use the distributive property. 4b * (b+2/c^4d^2)
8/c^2*(b+2/c^4^2) and d^2*(b+2/c^4^2), put it all together, and you're good.
