go to Traverse Town and talk to Cid. He should either tell you what to do to get back to Hollow Bastion (if you've already been there) or give you something to do while he puts the two pieces of the Navigation Gummi onto your ship.

Either way, go talk to Cid. When all else fails, talk to Cid.
