For water temperature I'd say about 79, 80 Farenheit is ideal for swimming performance. For air temperature I'd say about 75, 76 degrees Farenheit.
If the water is cooler the swimmer will be more alert while swimming. If the water is warmer they will relax and possibly not be as focused as they could have been had the water been cooler. For the air temperature it's better to have it warmer since you want to keep your muscles warm and also keep your heart and sweat rates up to keep your warmed up from swimming warm ups.

The lowest outdoor temperature I swam in was 50. Why--I don't know. So I suppose I'll swim in an outdoor pool if it's 50+

You would want the outside weather to be in at least the high 60's with a heated pool too.

You mean water temp or air temp?
Water temp - 58 or higher no wetsuit, 58 or lower with a wetsuit.
Air temp - Anything.

i would say if it is 70 F. or above than it is ok. Anything lower, will seem warm, but once u get in will be really cold.
