Lowly the worm was a character in several Richard Scarry picture books; there was a storybook dictionary and at least one big book about Busytown (i think) where all the characters (pickles the pig etc) all lived.

Sounds like Richard Scarry. The worm was a recurring character in a lot of books, but I don't think he had a book completely of his own.
