-3X + 6Y = 2

add 3x for both sides
6y = 3x + 2

divide 6
y = 1/2x + 1/3

slope is 1/2

then 6y = 3x + 2
then y = 3/6 x + 2/6
then y = 1/2 x + 1/3
and in y = mx + b form, m = slope
