If you have previously not try to slide it before, yes.

If you slide it back each day when you shower it'll slide more and more. I know, the same was true when I was younger (like 13, though). Just do it for a minute or so each time you shower; it can actually be fun.

If you think it's tight, you can try this cream:

It's 0.05% betamethasone, and it works in 95% of cases.

It should be especially easy to get if you live where circumcision isn't generally done, such as anywhere but the USA, haha. (Europe, Latin America, Asia, Canada, Australia, and so on). In the USA you just have to ask for it instead.

Once you can slide it back it'll be great. I haven't had any complaints since. =) The gliding mechanism (when the foreskin can slide back and down to stimulate the head, feels very good.

Sounds like you have phimosis. This is common, and you can easily treat it yourself without circumcision. Many doctors will suggest circumcision, as it is profitable and easy for them. But it's not their penis which will be permanently mutilated! Insist on a second (and even third) opinion if your doctor turns out to be an advocate of chopping. As the article above explains, there are many less-destructive alternatives.

While foreskin is typically sort of gluesd to the glans/head at birth and can stay that way for a few years, by 18 it should be retractable. Whiel your foreskin may still be adhered to yoru glans, I suspect it is tight as wel and some stretching (along with lots of diligence and patience) will help a lot. So, here's one link to get you started.

Note though that the glans is liable to be tender so take things easy ...

I know in babies it can grow back if you don't pull it back every once in a while. I work with a couple of babies who have that problem, and I have to pull back the foreskin at every diaper change. I'm not forsure if it can grow back at your age, but it wouldn't hurt to look into it.

It is common but not how it should be, most people who have this problem need to be circumsized as it may hurt to have sex and cause problems later in life.

maybe you should get circumsised. there might be connective tissue that has attached your foreskin to ****. either way you should go see your doctor.
