There are 2 programs that come to mind, the free DVDShrink and Slysoft's CloneDVD. CloneDVD has a free 21 trial period; after which, you have to purchase a license to continue using it.

1. DVD Shrink (http://www.filehippo.com/download_dvdshrink/)

2. CloneDVD (http://www.filehippo.com/download_clonedvd/)

These (2) programs shrink video files but do not decrypt copyprotected DVDs.
