Do you mean a Cowl Induction hood scoop? It looks like the middle part of the hood is raised up...the "hot rod" look. Some of those hoods are false, but some of them are really supposed to bring air into the engine compartment.

the air vents are for looks you can get one like the Mustang Mack and it goes to ur intake and cools it down and gives it more air.

but most the time u see them its just for looks and makes ur ride look hard.
