I think you have to look at the two seperately.
Culturally, America has one of the most profound cultural impacts on the globe. Our entertainment industry, whether you agree with the garbage they produce or not, is influential beyond measure. Culturally, I woudl have to say there is no decline at all, in fact with the advent of reality TV shows like American Idol, I'd say its on an upswing.
Morally, our morals are definately changing with the times. I'm not gonna call it a decline, I think that is a personal judgement made in relation to your own set of morals. Sex is definately less taboo in america than ever before (though we are still light years behind the rest of the industrialized world). Personal privacy has suffered greatly in the last couple generations. And the puritanical notion of a "gentlemanly state" has been all but destroyed in the last 50 years. These are just a few examples.
One last note about morality in america. I think there is a perversion taking place by those who fight for outdated moral constructs. By not adopting a moral code more in tune with the prevailing social views, they see small challenges to morality as wide offenses. They then portray these challenges in a severe negative light and cause a perversion of the general view towards the morally challenging event.
This is most evidently seen with regard to sex in america. Instead of embracing a moral acceptance of sex and viewing it in an objective and intelligent manner, it is denied, defiled, and disreputed. But, at the same time, it is glamorized and exalted in our society. This causes a perversion of the subject's healthy outlook on sexual activity and is a poor course of action.

I don't think we are experiencing a moral decline at all since I consider "moral decline" as a rather pointed religious orientated question. The issues of moral decline is actually who is promoting the belief of decline and who is making money off it. Usually, one finds out that whoever is an advocate of the belief that there is moral decline is either religous fanatics, political action comittees, and the mass media which makes money off some of these hot button issues.
I don't believe either that there is a cultural decline, since our country has immigrants from all over the world. These immigrants bring their own culture with them, which is our strength in accepting them all and having them meld into our overall culture without destroying their individual ethnic culture.
What seems as a decline, in many respects, is a misunderstanding of what our country actually stands for; accepting people from other countries for what they are (except of course for extremist), having them live and work and practice their beliefs without discrimination as long as it does not interfere or phyically threaten someone elses life.

read back -- people have been saying this is happening for hundreds and hundreds of years -- they even use the same exact kind of descriptive language...
and on top of this, there's no real consensus about what a "cultural and moral decline" would look like...

It's not. Anyone who thinks so is experiencing a decline in education of American history. Remember slavery, Jim Crow laws, genocide of native Americans, prostitution houses next to the white house, Japanese internment camps, over-the-counter cocaine (coca cola), Kennedy's open affairs, mob bosses, union corruption, child labor abuse, corrupt stock markets, the Black Sox, Teapot dome, etc. I think in general, we've come a long way in a short time, both culturally and morally, and we're still generally heading forward.
