Eyebrows like all hair on your body and head are always growing.
Unlike head hair, your eyebrows grow to a smaller length before they fall out. Since the hairs fall out at different times, you do not notice that the hair is always growing.

They do continue to grow. Maybe at different rates for different people. most men I know over the age of 40 have to cut their eyebrows or they can blow against the eye in a windy environment. That smarts!

My eyebrows keep growing and growing. Monthly I have two catapillars on my forehead... You probably cut them once they reach that uncomfortable length so you've never recognized they are growing.
