A scapegoat is an innocent who is punished for the sins of the many.
Bush is the Decider, as he has repeatedly made clear, and many of his decisions have been disastrously ill-advised.
He is either gravely dishonest or utterly incompetent, but he is absolutely responsible for what he's done.

It's funny how liberals hate him so much..
I don't like him, but for different reasons.
He's increased federal spending by MUCH more than Clinton did, increased welfare, medicare, - all the social programs.
You would think that liberals would LOVE BUSH.
I think the real reason, is his accent. Liberals are really the most bigoted people there are. They always have "allowed bigotry", like white men, for instance.
So the fact he comes off like a "Texas good 'ol boy" just makes them hate him passionately.
The war is just an excuse.
