Radio waves are a type of electromagnetic wave. But then, so are microwaves, infra-red waves, light waves, ultraviolet waves, X-rays, and gamma rays.

Radio waves AND electromagnetic waves both propogate at the speed of light..!!!! (..why do some people that don't have a clue answer questions?..)

Electromagnetic waves are also known as the electromagnetic spectrum which includes frequencies from very low (..like colors of light we can see..) up to extremely high frequencies that can neither be heard or seen. Radio-wave frequencies are included IN the electromagnetic spectrum. Radio-wave frequencies most often are understood to include television signals, AM or FM radio, radar, etc.,.

Radio waves, microwaves, infared rays, visible light, ultraviolet, X-rays, Gamma rays etc. are portions of electromagnetic spectrum. So, all of them are em waves.
