England makes it a bit tougher than in the US. In the US you just have to prove you are legal whereas the UK wants utility bills and such proving where you live.
Basically the best bank for travel or residing elsewhere is Citibank as they are the largest bank on the planet. Open one anywhere and you can always find a branch anywhere. You can do all online stuff as well.
And it depends on what you want to do.

If you've got an HSBC in your country, go talk to them. They can make it easy to open accounts across borders, although that countries rules on identification still apply) and if you're planning on moving to the UK, they have an account called passport that makes it easy to send money home.
