As the other person mentioned, custom websites can be very expensive. You mentioned that you got quotes from graphic designers. This MAY be making your cost go up. If it is not in your budget to get someone else to design the site for you (you said that you already have it designed), then you may want to find someone who is strictly a web developer. Professional graphic designers are generally not fond of working with someone else's design because "designing" is what they are trained to do. They may have included additional costs in there because we know that just because something looks good initially, it does not mean it can be a working website and feel that they will probably have to do some additional tweaking to the design. There are a lot of things to keep in mind such as navigation, focus, usability, etc. One other scenario is, because you have approached a designer with an already made design, they may have over-quoted just so that they didn't have to take the job on...or if they got it, it would be good 'easy' money. It's kind of like telling a surgeon how to do surgery. (This is assuming that you don't have any education in graphic/web design). You might want to look at getting a quote from someone who is strictly a web developer that may have templates pre-designed (that will just require personalization) or a CMS (content management system) that's already built.
