When I'm playing SimCity4 it crashes when I click on the news window. I have a HP a1520n with 1000 gigs of ram and a 250 gig hard drive.

I just guessing as I not use it. But, it may be a conflict with another Running Process/Program. You can use Ctrl + Alt + Delete and open Task Manager and try closing a few processes of programs you familiar with. I would do one at a time and try Sims again to know which one it actually is.
Example; I have a program that ran well. One day I try to start it and it just sit there. Dang! So, I thought, "What did I do that make it stop working"? I installed a new Virus Software. So, I shut down the Virus Software and re-start the program and it worked. Now, when I want to run the program, I just right click the virus software in the bottom right and Deactivate and re-activate when finished using the other program.

Do you have the newest patch ? That could solve your problem.
