Manifest Destiny was not a term with which Jefferson was familiar. However, if he were, he would have definitely been in favor of it. Remember, he bought the Louisiana Purchase from France out of which 17 states were eventually carved. He was a man well ahead of his time. His purchase of that land from France was contested by some members of Congress who felt he had no constitutional right to purchase land. He was nearly impeached, but was not.

Jefferson, like Madison, required men to be "responsible" individuals.
They were to own property, farm it, leave their neighbors alone, help during emergencies, not commit crimes and take part intelligently in marketplaces of goods and services sold and bought, hirings and not hirings along with promotions to idea-level and supreme ideal-level leadership, and marketplaces of elected and appointed government service.
And people, according to Jefferson, were to this by learning how to think and leaving school at twelve for experience at applying the ideas they'd learned about 'how to think".
he expected this to work because he wanted a nation of yeoman farmers, and realistic responsible thinkers.
Such men don't spout Republican nonsense about 'manifest destiny" and go out and steal a continent and have designs of Mexico and Latin America and Canada because they could be conquered perhaps militarily.
He bought the Louisiana purchase and surveyed a route to the Pacific using Meriwether Lewis and William Clark; but he was not a federalist-puritanic republican statists crazy at any time.

No doubt about it, he was a notable slaveholder and would have endorsed Manifest Destiny....and he would have no doubt supported the Confederacy as well since he was an ardent supporter of states rights.

I would say he sewed the seeds for the war of 1812? Jefferson is quoted as saying he thought it would be easy to conquer Canada! As far as other presidents go, I would say Jackson, Polk and Taylor.
