Not really a gay question, but hey, welcome anyway, right?
I fear that the answer is - drugs will never, ever be eradicated completely, no matter how many police you get involved.
Homelessness, prostitution, the same. These things have been around long before you and I and will be around long after you and I. We can do what we can to make it better, help our fellow man as much as possible, but nothing is going to prevent these things from happening!

You live in Montreal, and you're asking us about homeless people, prostitutes, and drug addicts? Why don't call your local police department and file a complaint. I'm sorry I can't help you, but I live in the States.

You do not need more police, you need more people standing up against these people. If the activities aren't permitted by the public, then they simply will not try to do those activities there.
They're there because they're being enabled by the people and businesses in that area. Stop enabling them, pure and simple.
On the plus side, Montreal has a great gay village, first one that I really enjoyed as it was more than just strip clubs and bars.

lots of people are kinda like that. have you seen the movie "RENT"? (one of my favorites) i dont know, but the gay, all on your own, artuist and drugs is common.

yes, call the police and let them know in particular where its happening where you see it most, the cops should make the effort and let them know all the details. all you have to do is just call your police department
