That's easy, the MANY soldiers/generals/whoever has to get paid and they don't just walk everywhere. They need food and clothing they are wearing. They use small weapons such as guns to giant bombs droped from airplanes, cars, tanks, army gear, aircrafts of all shapes and sized just to name a very few things costs money. Fuel also runs those engines which costs money.
