You at least need to have an existing site in your name. The banks will give you the loan for building your home, of course you will have to repay it back. If not, you can still build it, but in your dreams only.

I not say this can not be done. But, I do know there many ways to cut costs, depending on what a person do and how creative they are.
First you will need some land and that not free, unless someone feel generous. Also, be sure what you allowed to build on the land, some is restricted.
You also need a place to store your materials. Maybe a Family/Friend's old barn.
Many things can be obtained for free. People Remodeling homes may put good stuff out on the road side for garbage. I have gotten Bath Tubs to use for my Horses this way. I feel funny about a Toilet, but, a person can get those too. Cabinets and Windows are often a great Freebie.
Electrical wiring probably not come free, people will sell old stuff for the copper before they throw it away. But, sometimes people will give you a house to tear it down. It, a lot of work, but, usually everything you need is there. But, old lumber is hard to work with. Removing nails and then trying to drive new ones.
Another source of lumber is to drive around where new housing is going in. It not much, but, sometimes the be a 2x4 or sheet of plywood/Sheetrock they just throw on a pile to haul off. But, always ask before you get this stuff so you not get into trouble. I have asked about stuff on the side of the road just to be considerate and the people have a few things in their garage they give me too.
With creativity I have seen some real nice looking homes, that move away from the norm and look artistic. I seen a thing on TV and people used those old metal storage/shipping containers and with paint, round windows and stack in an artistic way they looked cool.

You can't build one cheaply. Buy a used mobile home. I paid $7.000 for mine.
