I would have to say Kennedy based upon the Cuban Missile Crisis which I remember too well. My understanding was that he was going to pull out of Vietnam before things fell apart, but the assassination ended that concept.
Reagan and Bush Senior were on watch when the Cold War was winding down. Yes, the participated, but their work was carrying on the work of all those before them, both Democrat and Republican, so we cannot give them any more accolades than their predecessors for the Cold War (and Reagan almost spent us into the ground with his military build up).

I'd have to go with George Bush Senior. He was a steadfast leader, and he let his Generals actually do the fighting instead of dictating from the white house.
Kennedy was an excellent leader, but the Vietnam war was a nightmare, and you can't give him much credit there. He handled the Cuban missile crisis excellently, but that was not a war situation.

Probably Regan, he broke? Russia by outspending them and the wall in Berlin came down because they couldn't afford to maintian security.
