That is a really good question (no pun intended!) If you want a re-heal-l-ly long answer, you could look up the workd of Freré - a theory called symboliser and signified - it doesn't answer any Divine questions, but it explains how WE work-our own minds, and I think it could be applied to you maybe.
A symbol is a representative shape or sound, like the WORD "dog" or "tree", and the signified is the actual tree or dog - with me so far? Well, we gave these flora and fauna such names based on...nothin at all! What is there about a dog that is "doggish", exactly? four legs-so does a cat-sense of smell-like a bee then? It is confusing,but we as people/society LABELLED these things in order to differentiate them from others/ You probably haven't seen the Starvin Marvin episode of South Park where Marvin goes to the planet Marklar and taht is the ONLY word the natives use for EVERYTHING? Well, society evolved to make less confusing distinctions, and we just got more complicated over time as we made them more and more specific. Water became river became ocean became stream - Tree became Elm, Oak, Ceder etc. For God (I bet you were wondering if I'd ever get to your question!) - we cannot differentiate the Unknown-we ascribe His name, and His lessons, but true identity is impossible for us, as we have no means of comparrison. We call Him God, but he is also Allah, Krishna and others-the name is not the point, it is the values we attribute, and therefore God is as good as any other name you wish to invest in Him
In other words, God COULD be called That, but it'd make religious services mighty confusing based on all the other words we've already symbolised over time to stand for something else! Try reading a passage of the Bible substituting "That" for "God"!

God can be called anything by anyone, because everyone has a different view point or stand on what they believe (or don't) believe God to be. It's an opinion that bounces from person to person, religion to religion, philosophy to philosophy.

It would make much sense to do that, because a valid sentence structure is That God. If you called him that, then the phrase would read that that which would be very confusing.

i am wondering what" that "is?or when some one is looking for god they yell "that...where are you?" or why can god be called god? that is just a lack of imagination.....
