Depending on the clouds and other weather phenomenon, it will occur at or near sunset, that is because the sun will have been heating the surface all day. Likewise, the lowest temperature is most likely to occur just about sunrise after the sun has been gone all night.

However, if you have cloud cover all day or all night, that will keep the surface from being heated during the day and keep the heat from escaping during the overnight hours.

Finally, if you have a front coming through during the day or night hours there can be a significant difference in temperature on either side of the front and that alone can cause large swings in your temperature.

On average 2:00 pm is most common, seasonally though
it is a mystery, because depending on region and Jet stream
High and low pressure systems, all of this play a significant role in temperature patterns.

It's often about 4pm but varies depending on location and time of year.

The sun is at it's highest in the sky and most intense at 1pm but it often continues heating the atmosphere and ground for some time after it peaks. The ground, buildings etc also absorb heat and once the sun has peak they act like radiators and give off heat. It's for these (simplified) reasons that the hottest time of day doesn't coincide with the time of the most intense sun.
