Yes - In fact , in a place where your going to be reading or doing close work, it is advisable - The light from the CFL is normally a little softer than an incandescent, and as you'll notice, it takes a few minutes for the CFL to warm up to maximum out put ( the gas inside needs to reach optimal temp for maximum out put)
As stated above , another adavantage to CFL's (aside of direct energy savings) is that if used everywhere, they will keep the house slightly cooler so you use less AC.

Yes it is ok. In fact, it is advisable. The manufacturer states the 13 watt is designed to replace 60 watt lamps (bulbs) because a 13 watt CFL provides roughly the same amount of light as a 60 watt incandescent lamp. The wattage is not a measurement of how much light is given off - it is how much heat is produced by that lamp. Light output is measured in lumens. A 13 watt lamp can replace a 40 watt lamp because the 13 watt is cooler, and therefore safer. The 13 watt CFL will provide more light (lumens) than the 40 watt incandescent, and as stated above, a slightly softer light. Since your electric bill is based on how many watts you have used, you will also use less electricity. Some states provide a rebate if you replace several or all incandescent lamps with CFLs.

Yes, it will save you on energy costs especially if you replace the rest of your bulbs in the house with those CFL bulbs. A lower Wattage Bulb replacement is fine, just don't for example replace a 40W bulb with a 100W bulb. That CFL bulb uses 13 watts, but puts out the equivalent light of a 60 watt bulb is what the replacement label means.

yes because CFL bulbs are less power consuming with higher brightness,luminence and radiate more light than normal filament bulbs..so CFL bulbs are more efficient in terms of electrical energy consumption.
