I already beat misty and I went on the bridge in firered. I talked to Bill and he gave me the ticket. I don't know how to go to vermillion city now because a tree is in the way. You can cut it but I dont know how. Misty said that now you could but I just don't know how.

After meeting Bill head to the northeast of Cerulean above the gym and you'll see that the house that the police guard was previously blocking is now open. Enter it and exit the back and face the rocket and he'll give you TM 28. Then head to the south along this path and into the south building thats to the east. Enter and head through and you'll find yourself in Vermillion City.
Go on the S.S. Anne and defeat the trainers then defear Gary and talk to the captain, he'll give you the HM Cut. Now teach it to a Pokemon (grass type or one with claws will work, but not one of your main party pokemon) and now with Misty's badge you are free to use cut.

glitch roc's right u have to get cut from the captain on the s.s anne which is located in vermillion city and if u have your bike ride back the fast way instead of walking.

go to ssane first get the ticket to ssane from bill then go to the ssane then beat ur rival then go forward to the captain in the ship then hell give u a hm01"cut"
