I had to do this once in our old house.... First I turned off the water to the toilet and flushed it to get rid of all of the water in the bowl. The I took a really fine grit sandpaper to the ring and it came out with out a problem. I used the toilet bowl cleaner with Teflon to seal the porcelain after I was done. It kept the ring from coming back.

You would have to let the bowl cleaner stand on it for like 15 minutes, the scrub.

Clean it with a non-abrasive chemical and cleaner. Then buy some of those drop-in items that you put in the back of the tank.
