He's hitting a harmonic first - I think that's what you mean. He's also using some pretty heavily overdriven tubes - it helps give that special sound.
Also, you can use a whammy bar (Floyd Rose style in this case) to raise notes as well as lower them. If you really want to learn his tricks, get a guitar teacher to show you what to do, or buy an instructional video that explains it.

I have no idea but Surfing with the Alien is still the best! It would be cool if they were to use that song in the upcoming Fantastic Four movie that has the Silver Surfer in it. lol
