Follow the Kbs Coatings 3 step system:
1.) Clean & degrease w/AquaKlean until all brake fluid is thoroughly removed.
2.) Prep w/RustBlast to etch the metal & provide a zinc phosphate coating for new paint adhesion.
3.) Seal w/RustSeal for a permanent nonporous seal that will protect against rust & corrosion.

Gosh they want to kill you!

Soap and water followed up by a nice sanding of the edges should get it ready for a paint touch up.

All this crazy chemical stuff is flat dangerous and will only extend the paint damage area.

If you insist on chemicals you could wipe the entire area with a rag dipped in mineral spirits to remove any oily residue.

Thats it

hot pressure washer with degreaser, then sanding off ,anything that look like rust.

the sanding off is mandatory, since the brake fluid penetrade the metal and ,in hot conditions ,pop out the new paint.

there is not liquid that can take it out of the metal.only sanding

Spray spilled brake fluid with brake clean, or a much cheaper alternative is to by a container of Methyl Hydrate & transfer it to squirt bottle.
