you've got a few options here:
1. try to improve your credit rating before you apply for another contract phone - repeated credit checks in a short space of time do more harm than good for your credit rating. if you don't already have a switch/maestro or visa debit card from your bank, ask about getting one. if you are able to get a credit card (and have the willpower not to use it), do that as well... it will then appear that while you have credit available you are not overdoing it, thus helping to raise your credit score.
2. ask a friend or family member if they are willing to take out the contract for you. you can set up the direct debit for the account in your own name. if for whatever reason you do not pay your bill, however, it is their credit rating that will be affected so you need to be very responsible and make sure that its someone you trust and that they trust you.
3. you could always try to apply to 3 for a contract. they have - at least in the past - been the most lenient, in that they didn't demand as high a credit score as some of the other networks.

There's no use trying orange as they are one of the hardest networks to get on (but once your with them, you'll love them!!)
Don't apply for contracts one after the other, this just destroys your credit rating even more and makes it even harder.
No matter what people say 3 are not the easiest network to get on. This was the case when they first launched. They now have more to offer and their phones are worth much more so they aren't so lenient anymore. They will probably take you on though as long as your credit rating isn't atrocious but will ask you for a deposit of £150 which is refundable after 12 months.
O2 are quite easy to get on though if they require a deposit it could be anything up to £400.
Why not ask someone to get it for you and put the direct debits through your account so that you're paying the bill directly every month

All of the UK mobile pnetworks use their own form of credit scoring using the information available from the credit agencies - Experian and Equifax.
Each network sets a different threshold for new customers and if you don't score enough points they will decline your application.
To make things more difficult, networks regularly change their thresholds to make targets, sometimes towards month end.
3 Mobile are one of the more lenient networks so give 3 Mobile a go towards the end of the month.

You should probably be able to get it at the most with a small deposit. The way most contract cell services work is the lower your credit score, the bigger the deposit you have to lay down to get a cell phone. And if you have good enough credit, then there's no deposit. Either way, you get the deposit back after a certain period of time anyway, so you aren't losing money.

Use Orange. So long as you have a debit card you can register online and have your contract phone the next working day with nothing to pay up front.

apply aqua, capital one credit card.apply the one for bad credit score. use the cards, stay within the limits, pay on time, this will increase ur credit score.

Why dont you ask someone you know, to get a phone for you in their name.
Then that way, when the bill comes to them, you give them the money.
