on plastic head lamp lenses we use toothpaste with a terry cloth towel and warm water. it does take away some of the oxidation from the lense. most likley culprit in the dash area is mold.

Are you sure the spots are not inside the Perspex? I expect you have tried water. Here's a radical idea, try wiping the plastic with Coca-Cola on a rag, then wipe off with a damp rag - can't make things worse. Don't use solvents.

Try the cleaning methods mentioned by others. Use the hand water with dish washing detergent. Then buy plastic lens polish at your local auto parts store. You can polish it by hand with a microfiber cloth. hat should remove the spots

Try a smooth hand cleaner: Go-Jo or Goop. I works great on other types of upholstery like vinyl, plastic, simulated leather or naugahyde; it might work on your speedo.
