Umm. You have to be more specific. International states? the "rise" nationalism? If I understand your question correctly, new waves of nationalism will cause more conflicts and more violence in future, as World War I had demonstrated.

So, you probably learned that the international system is in a state of anarchy. There's no overarching international authority that trumps the state.

The rise of nationalism poses obstacles to the possibility of a global government. Nationalism reinforces the current standard of international politics as the interaction between sovereign states.
