It's hard to answer your question without more info. Can you normally retract your foreskin so the entire glans (penis head) is showing without pain or discomfort? Is your glans really sensitive to the point of almost pain?
If it's because your glans is really sensitive, then you kind of need to "desensitize" it a little. Just retract your foreskin all the way and expose the glans to the air for a few minutes each day; after a few weeks sex should be more comfortable. Until then, have sex with a condom on (which might be a good idea anyway).
If it's because your foreskin can't be retracted all the way, then it could be one of two conditions. The first is called "frenulum breve" where the frenulum (the band that connects the foreskin to the glans) is too short. There are several remedies for this, most of them fairly non-invasive with minimal pain and recovery time (see link 1).
If that isn't it, you might have a condition called phimosis, where the foreskin opening is too tight/narrow for it to be retracted. Again, there are several things you can do. The first thing you should try are stretching exercises. In one stretching exercise, take two fingers and hook one on each side of the opening and pull in opposite directions (like increasing its radius) as far as it'll go without pain or discomfort. Stretch and hold for a few seconds, then let it relax, then repeat the process again for several minutes each day for a few weeks to a month; it's best to do this right after a shower/bath.
If after a month and there's little/no improvement, then ask a doctor about prescription creams. In a study, these creams are the most cost-effective treatment you can get (see link 2). If after another month or so and no improvement, then you should consider surgical options. This doesn't necessarily mean circumcision, as there are procedures that are cheaper, less painful, have a quicker recovery time, and remove little foreskin (see link 3). Circumcision should only be considered if everything you're willing to try has failed.
The last couple links are just more info on phimosis (links 4-7). What sucks about anything you try is that you probably won't be able to have sex for a few weeks to a month. If your foreskin is able to retract with some discomfort at least most of the way, then your phimosis is mild and you can probably have fairly comfortable sex if you use a lot of lube and go slowly. Please see a doctor,it may be something very simple,I have had similar experiences because I am erm bigger than normal,at least that is what the doctors said when I had to go to the A& E with a bleeding penis.If everything checks out normal you just need,practice,practice,practice and after you have done that,practice,practice practice some more.I gaurantee,it is one learning curve that you will simply love.

See a doctor. This may come off wrong
but
this isnt normal, it shouldnt hurt this much as to cause you to lose an erection
if anyting use alot of lube it will reduce friction

It sounds like you have phimosis, which is easily treated WITHOUT circumcision.
