Anakin Skywalker(if you paid any attention during the movie) had the highest ever Midiclorian levels of anyone ever tested. Even higher than Master Yoda!!!! Hence, he was created by the force. That is the only explanation. Plus, in a later interview, George Lucas even said that was the reason behind the conundrum he created on the screen because he wanted viewers to think about it for a moment!
