For a baby or for a collect-er? Babies need embroidered eyes rather than button eyes.
Old-fashioned home-made: pattern, fake fur of some sort, darning needle and mattress needle, carpet thread to secure eyes and sew seams and lock parts together, buttons, cotton or fiberfill for stuffing, scissors.
A thimble is optional. Patience is required.
