Yep. Whatever they planned did not happen.
I normally use the saying when my friends cancel plans they've made with me. Then i'll say "my plans fell through [because x the cow cancelled - lol]"

Did not happen.
Like:
"Well, that fell through, so I can go with you now."

the plans did not happen. its usually a polite way of saying someone canceled on them or something happened to prevent them from going through with those plans.
