SPACFICICLY THE DEALER GETTING 4 BLACKJACKS IN THE SAME EXACT CARDS 4 TIMES IN A ROW WOULD YOU BE RIGHT TO CALL THE DEALER A DAMN CHEAT OR IS IT POSSIBLE.

As for the mathematical odds, I would not want to begin to figure this out, because it would be so rare for this to happen the number would make no sense at all. However, the odds of this happening to the dealer are exactly the same as the odds of it happening to any player on the table.
Is it possible? YES, it is - and I saw it happen to a player yesterday. Nobody called the dealer a cheat since it was the player winning.
If the dealer was cheating, he/she would need to stack the cards in the proper order so they dealt out the blackjacks to the house hand. Assuming two players at the table, the necessary cards would have to be in positions number: 4, 7, 10, 13, 16, 19, 22 & 25. Also, this order must be what is set AFTER the player cuts the deck.
What you have seen is an oddity, but I would doubt it is cheating.
