Say something like, Excuse me. I've noticed our comings and goings are interesting to you, but I prefer more privacy. Would you mind doing what you can to eliminate this feeling of having no privacy please? Thank you.

My neighbor was a know it all and who ever she didnt like , you weren't supposed to either and she always asked VERY personal questions. Whats wrong with that you ask? Well she told me all the personal things other people told her so i knew anything i revealed would leave her mouth as fast as she could get to a phone. Fences work nice until the neghbor builds a two story house and can see better than they did before, so plant shrubs and trees too. I started avoiding my neighbor cause i dont want to hear what she thinks is important gossip when its actually hurtful nonsense. Her whole life revolved around knowing what the neighbors were doing and having something to gossip about. I actually liked her at first . I'm glad i finally figured out what she was up to and believe me, it didnt take long at all. I guess avoiding isnt the polite way but if i confronted her im sure i would be subject to intense gossip around the neighborhood. I found out she can be vindictive.

If they keep dropping by, try answering the dood naked. Ask them to come in for coffee and don't bother getting dressed.
If they are peeking over the fence or through windows, enlist a couple of friends to walk around naked with you, the less attractive the friends the better. The neighbors will still watch, but they'll be much less obvious about it.
If this doesn't work, learn to ignore it.

Come up with an excuse that you have to leave, if you're talking about them coming over and talking to you. If you mean permanently, then that is another story. You will have to find a way to continually irrate them until they move. Like playing music loudly, but not during the late night or else they could call the cops on you.

That depends on what they are doing. If they just come over constantly to find out every new thing in your life, ask them to stop.
If however, you notice them looking into your windows, close the curtains. You can also call the police for this, even if they are doing it from their own yard.

Be diplomatic, talk with your neighbours politely or just tell "I couldn't sleep lately, too much noise in our neighbourhood area"
Hopefully he/she will understand. Don't ever cross the border.
good luck.
