Getting to Islands 8 and 9 requires a special ticket, Mystic Ticket. In order to get it you'll need to attend a nintendo event or go to the joyspot in the Pokemon Center in New York.

If you're unable to do that...you can use Action Replay or gameshark to get them...but I would recommend aganist it because it can glitch up your game and ruin it in some cases.
