You have to go to the county records department.

The original builder has to file them in order to get a permit.

Start calling your county building permit office and ask them first.

Your question sounds more like you are looking to buy houses sold at tax sales. Those are sold at auction. I believe it's the second Tuesday of each month at the appropriate county court. Try the Harris County Tax Assessor's site. Look under Tax Sales. Those are the ones you can buy for back taxes. There are very specific restrictions, though. Be sure you check it out carefully. For instance, you may not be able to resell the house for so many years, etc. Also, if there are federal taxes owed, those are NOT forgiven in a county tax sale. You'd become responsible for those federal taxes. Be sure to check for any other liens on a piece that you are interested in. I'm not a lawyer, so I'm not trying to advise you; but there are people that can teach you the basics of buying property at tax sales. Good luck!

The owner have the builder's name? If he doesn't, then what about the neighbors, chances are the same builder built most of the houses in the subdivision. The builder will have a set from where he built the house.

You could take measurements and draw you own, if these prints are for yourself.
