First of all, correcting Taranto, it is extremely misleading to say that it is the best undergraduate program in the US. It may have excellent undergraduate programs in some fields, but that does not make it the best in those fields, and especially not the best overall.
Now, two things contribute to the fame and aura surrounding Berkeley. First is the civil rights movement of the 60s and its continuing liberalness. In that decade, it could have been considered the definitive collegiate center for civil rights protests in the United States, and even today, the school is relatively sensitive to civil rights and human rights issues and is relatively politically active, but not as much as it was in the 60s.
The second facet contributing to Berkeley's fame is their leading research, especially in physics, chemistry, and computer science. They have one of the largest body of Nobel Laureates affiliated with the University, between 5th and 8th in the world depending on how you calculate it.

UC at Berkeley is famous for it's cutting-edge intellectuals. For example, the extreme civil rights activist and feminist, Angela Davis was hired as a professor.
Much of the socially liberal thinking was generated at Berkeley and made its way eastward. They didn't do things in the traditional academic way. They are famous for outrageous and outlandish professors and philosophies. UCB is famous for lighting the way.

It is the highest ranked undergraduate school in the US and one of the three or four best places for graduate school in the world.
It has more Nobel Prize winners on its staff than just about anywhere other than U of Chicago.
Look at the grad school rankings on US News to see just how highly it is ranked.

Not many people I know of WANT to go there...it's a safety school for the top applicants, that's all.
