Personally, I think the best book ever written is: "The Lord of the Rings", by JRR Tolkien.
It is the yardstick by which every other book is measured.
If you don't agree, there's a second choice:
"The Once and Future King", by TH White.
Good books are the ones that are enjoyed by the general reading public. At the same time, they must have a strong central theme & a powerful, political / social message for their generation. It should change people on a philosophical level and influence their lives in an earth-shattering way.
After reading these 2 novels, I was inspired at an early age to become a writer. I eagerly devoured Malory, the Vulgate Cycle, Chretien de Troyes, Queste del Saint Graal, the Mabinigion, the Kalevala, and many other medieval works that had once influenced TH White & JRR Tolkien. I wanted to learn Welsh & Gaelic, and I read British mythology, archaelogy & ancient history.
That's the reason why I have selected the above books. For me, 25 years later, my own journey of discovery hasn't ended yet!

Oh, The Tale of Two Cities. That is a very good book. I also like Ivanhoe and The Witch of Blackbird Pond.

Well, if you excluded Hamlet because it is actually a play (which was to literature what Casablanca was to movies) then I would agree that just about anything written by Dickens would be in the running.
For those who answered the Bible, being a work of fiction, it is the only book where the movie was an improvement.
But the best answer I have is from the television series M*A*S*H where Hawkeye Pierce says the best book is the dictionary because it has all the other books in it.

Wow! It's so hard to choose. I think that Great Expectations would have to be toward the top of the list. And Tess of the D'Urbervilles (that book is so sad). But I think my favorite would have to be To Kill A Mockingbird. I don't know if it's the best book ever written, but it is certainly one I always enjoy. I read it over and over!

Rose Red By Steven King, I couldn't put it down once I started reading it I read it all in about 5 and a half hours. And I never feel like reading, I actually don't really care for reading a novel. Great book!!!
