I don't see any heating elements- but that is not a problem if the water temps are in the 70s.

I also cannot tell if the light is a UVB light or not, and it should be, along with a bit of heat.

Is the water tap water, or a little salty?

Otherwise, not too bad.

Yes, ideal, except for your lighting and the water could be deeper. Even for hatchlings, if you have a good easily accessable basking area, they love to swim, so give them all the swimming space you can. They need to have both uvb lighting and a basking area. The T-Rex or other similar uvb/heat lamps work best because you only need the one 10" dome fixture for both. Water temp should be much cooler than the basking area to encourage basking which promotes healthy shell.

A recomendation I'd have to add to this is to have the rocks a little higher and wider so that your turtle can be completely out of water when basking.

No, there is no UVB light and the basking spot probably isn't hot enough and the enclosure is too small for a diamond back terrapin.
