I'd say an intellegent foe, cause it adds to the thrill of the hunted if your target is hard to catch.

I got to go with a stupid ally................they can screw up the easiest of plans

But a stupid foe is more dangerous because they don't know when to beware and that can be lethal to everybody

and if they don't, then you've made a stupid enemy that is easy to beat!
