Anywhere in the U.S. that is rural or small town.
South and west and midwest would be most open, and northeast most reserved.

I agree, Minnesota. I am from the west coast, but lived about 10 years in Minneapolis and then returned to Washington. There is no comparison as to the friendliness of the people. Minnesota has it hands down for friendly people!

TEXAS! Especally in the Dallas/Fort Worth area. I relocated to this area from another southern state and I have been very happy here.

Minnesota. There's a saying here, "Minnesota nice" we go out of our way to help people and most of us are very accepting of other cultures and lifestyles.

Oklahoma, I used to live there. Moved there on a whim and was so suprised how nice people could really be.
