If you are talking about the surface, then French Polynesia is part of the first area explored. If you are talking about the bottom, then you have to be careful of your definition of explored: we know the topography of the bottom of the whole ocean pretty accurately, we have put people and instruments into the deepest trenches to look around, we have a fair idea of the nature of the soil and the bottom over most of it from sampling techniques. In terms of taking good photographs - a smalll fraction because it is harder to get to and bigger than the land area of earth - and almost none of it has been walked on.

Other Countrys who have the equipment and skills are reluctant to help because of past corruption by a few Pinoy they had contracts with.Pinoy are also reluctant to give a decent profit percentage per barrel and the Philippines is already deep in debt and cant borrow to explore that Pacific area owned by them.
